Financial Incentives for On-The-Job Training An employer may hire new untrained employees referred from Community Services and Workforce Development (CSWD). The employer and CSWD then agree to a contract that stipulates how long it will take for the new employee to become trained. During this training period, the employer may be reimbursed for up to 50% of the employee's basic wage. Work Opportunity Tax Credit (WOTC) EDD has a Work Opportunity Tax Credit (WOTC) program to assist employers and individuals who meet specific qualifications by giving employers credit on their federal taxes. An employer may qualify for a tax credit equal to approximately 35 percent of a new employee's wages, up to $2,100, if the employee is a member of a designated target group and meets that group's specific requirements. The Employment Development Department is the WOTC certifying agency for California employers.
